Description | General Description and Conditions of Work
The Supervisor of Operations holds the responsibility of managing technology, facilities, and transportation aspects within Bland County Public Schools.
Facilities
The minimum performance expectations include, but are not limited to, the following duties and responsibilities, relating to facility and grounds management:
- Prioritizes work order requests and insures their completion;
- Responsible for procurement;
- Obtains cost estimates for equipment and service contracts;
- Performs periodic inspections of all school buildings and grounds to insure safety, timely repair, preventive maintenance, adequate heating and cooling, and efficient energy usage;
- Ensures landscaping, grounds, parking lots, fences, etc. (e.g. cleaning, pruning, mowing, snow removal, etc.) are properly maintained;
- Ensures that grounds are properly landscaped (e.g. lawns, shrubbery, flowers, etc.) for the purpose of providing an attractive and aesthetically pleasing environment;
- Ensures playground equipment are properly maintained and in compliance with established guidelines;
- Provides input regarding budget expenditures and requirements;
- Utilizes training methods to enhance the knowledge and skills of maintenance and custodial personnel;
- Coordinates and ensures division-wide security measures are in place;
- Evaluates, develops plans, and ensures the proper installation of security and safety equipment;
- Implements proper procedures relating to hazardous waste removal;
- Reviews fire and safety inspection reports and assures that safety hazards are corrected;
- Follows local, state, and OSHA regulations;
- Promotes economical and efficient use of buildings and grounds, for instruction and community use;
- Evaluates building level conformance with division-wide policies and standards;
- Develops and implements an in-service program of custodial and maintenance service and education for the staff concerning modern and efficient methods for delivering custodial and maintenance services;
- Provides feasibility studies and cost estimates for potential projects;
- Facilitates the snow removal program;
- Meets with school personnel regarding the needs of each school;
- Assists in the planning and management of new construction projects;
- Inspects job sites to insure compliance with the defined scope of work;
- Monitors status of assigned projects;
- Coordinates employee safety program for custodians and maintenance staff;
- Coordinates with building level principals to determine custodial and maintenance needs;
- Supervises and evaluates maintenance employees;
- Monitors leave requests and schedules accordingly;
- Monitors the daily tasks of employees to insure satisfactory job performance;
- Completes appropriate personnel forms in accordance with personnel policies and procedures;
- Assumes responsibility for professional growth and skills;
- Complies with and supports school and division regulations and policies;
- Submits written and oral reports or presentations concerning facilities to the Superintendent, the School Board, the Board of Supervisors, and to Federal, State, and Local agencies, as necessary;
- Takes all necessary and reasonable precautions to protect students, equipment, materials, and facilities;
- Performs related duties as assigned by the Superintendent, in accordance with the school division policies and practices.
Transportation
The minimum performance expectations include, but are not limited to, the following duties and responsibilities, relating to Transportation:
- Establishes all regular bus routes, schedules, and stops. Develop route maps for drivers and schools;
- Coordinates student transportation activities with school officials, department heads, and other groups or individuals;
- Participates along with school officials in parent/student conferences, in an effort to resolve or prevent misconduct and unsafe conditions, which involve the transportation system;
- Develops school bus specifications, which meet the needs of the division and fully comply with state and federal regulations;
- Recommends procurement of additional or replacement buses and disposal of old or uneconomical units;
- Provides data regarding the fleet, which leads to the purchase of new vehicles and declaring vehicles surplus;
- Develops and forecasts transportation department budget requirements and administer the expenditure of funds, as allocated;
- Maintains cost accounting records;
- Collects data and develops all required school bus transportation oriented reports and insure their timely submission;
- Ensures compliance with the codes and pertinent policies regarding training, licensing, registration, and operational permits;
- Recruits, recommends for employment, and evaluates transportation department personnel;
- Coordinates and arranges for special transportation as needed;
- Provides for safety at all bus stops;
- Provides driver instruction in behavior management of all students;
- Provides driver instruction in management of special needs students;
- Provides for a pool of adequately trained and informed substitute bus drivers;
- Conducts continuing bus driver training and traffic safety programs;
- Supervises general maintenance program with specific attention to safety inspections;
- Implements procedures to insure adequate scheduled maintenance of safety programs;
- Establishes performance standards and supervise operational care, service, and maintenance of all vehicles within the department;
- Conducts accident investigations and supervise accident report(s) to appropriate law enforcement and insurance agencies;
- Establishes and maintain good public relations programs;
- Evaluates all elements of transportation programs on a continuing basis;
- Evaluates safety of road conditions during inclement weather and provide for timely information to Superintendent;
- Provides for appropriate fiscal management, according to law and policy, of all allocated funds assigned;
- Submits written and oral reports or presentations concerning transportation functions to the Superintendent, the School Board, the Board of Supervisors, and to Federal, State, and Local agencies as necessary;
- Complies with and supports all school division policies and regulations;
- Takes all necessary and reasonable precautions to protect students, equipment, materials, and facilities;
- Completes appropriate personnel forms in accordance with personnel policies and procedures;
- Performs related duties as assigned by the Superintendent of Schools and Administration, in accordance with the Bland County Public Schools practices and policies.
Technology
General Description and Conditions of Work
IT (Information Technology) Coordinator is responsible for implementing all technology and computing applications for the school system while managing a team of IT employees and overseeing their performance. Their duties include maintaining computer systems, managing IT staff members, and implementing new technology upgrades. Be on-call 24 hours, 7 days a week for emergency situations, including weather.
The minimum performance expectations include, but are not limited to, the following duties and responsibilities, relating to Information Technology:
- Managing IT staff by overseeing, recruiting, and training employees
- Analyzing the IT budget and maintaining cost-effectiveness
- Monitoring daily performance of IT systems, including computers, programs, and networks
- Installing new upgrades for hardware and software
- Troubleshooting problems and increasing overall efficiency
- Developing data backup systems and disaster recovery contingencies
- Implements cyber safety practices and protocols with students, facultyn and staff.
- Staying up-to-date with new IT developments in the industry
- Submits written and oral reports or presentations concerning IT functions to the Superintendent, the School Board, the Board of Supervisors, and to Federal, State, and Local agencies as necessary;
- Complies with and supports all school division policies and regulations;
- Takes all necessary and reasonable precautions to protect students, equipment, materials, and facilities;
- Performs related duties as assigned by the Superintendent of Schools and Administration, in accordance with the Bland County Public Schools practices and policies.

Frequent travel to the division’s schools is required. Regular contact with administrators, faculty, and staff is required. Most possess effective communication skills.
Primary administrative work is typically done in an office setting. Frequent visits to work sites are required. Occasional operation of automated computer office equipment is required.
Frequent travel to school sites and occasional state-wide or regional travel is required. Attendance to meetings outside the normal duty hours is frequently required. Regular interaction with principals, faculty, staff, School Board members, advisory committees, students, parents, and the community are regularly required.
Minimum Qualifications
Master’s degree, along with experience in a supervisory role, is required.
